OCRCS Subsidies

The Environmental Protection Act lists in Article 32e Para. 3 the measures for which the OCRCS Fund should be used.

The Federal Government uses the receipts from the charges exclusively to subsidise the costs of the following measures:

• The investigation, monitoring and remediation of contaminated sites which have not had further deliveries of waste since 1^st February 2001 if:
  • The party responsible cannot be found or is insolvent. The Federal Government bears 40% or 30% of the so-called cancellation costs i.e. the share of the costs due to the responsible parties who are no longer present. The money is paid to the cantons relatively to the amount spent.
  • A large part of the waste deposited in the landfill consists of household waste. The government's share is 40% or 30% in this case, too.

 The payments amount to 40 per cent of the chargeable costs if no waste has been deposited at the site since 1 February 1996 or 30 per cent of the chargeable costs if waste was deposited at the site after 1 February 1996 but no later than 31 January 2001.

• The investigation, monitoring and remediation of contaminated sites at shooting ranges that do not have a mainly commercial purpose if: 
  • There has been no deposit of waste on sites in groundwater protection zones after 31^st December 2012,
  • There has been no deposit of waste on the other sites after 31^st December 2020;

The subsidies for 300 m shooting ranges amount to a lump sum of 8,000 francs per target and for the other shooting ranges they amount to 40% of the chargeable costs.

•  The investigation of sites that turn out not to be contaminated.
