Earthquake-specific building regulations for private buildings
Earthquake damage can be avoided through earthquake-proof construction of new buildings and retrospective earthquake-proofing of existing buildings. In the absence of the state monitoring of building regulations, however, earthquake regulations are very often neglected or incorrectly implemented. Earthquake-proof construction will only improve and become systematic when the cantons and communes make the implementation of specific building regulations for earthquake safety mandatory.
Although a positive development could be observed until 2014, only a minority of the cantons make the granting of a building permit for private buildings dependent on earthquake-specific conditions. At present the cantons in question are: Basel-Stadt, Valais, Nidwalden, Jura, Aargau, Freiburg, Lucerne et Bern (chronological order).
The scope of the regulations and the stringency of compliance monitoring varies from canton to canton.
In collaboration with the FOEN, the Conference of Building, Planning and Environmental Directors (BPUK) issued recommendations in April 2023 with the aim of supporting the responsible authorities in the cantons and municipalities in the systematic implementation of earthquake-resistant construction in practice.

This indictor is not comparable at international level. There is no database or comparison of practices at international level in relation to earthquake-specific building regulations and the granting of planning permission.
The data were obtained through a survey of the cantonal building authorities in 2007. The surveying of data prior to 2007 and the subsequent updates were carried out on the basis of direct contact between the FOEN and the cantons.
