Non-critical risks to persons and the environment related to the transport of hazardous goods
Exceptional events during the transportation of hazardous goods on transport routes or in pipeline systems (e.g. accidents) can result in major accidents. The fires, explosions or substance releases that may occur as a result of such events can cause injury and fatalities or environmental damage. The indicator represents the risk situation for all transportation modes.
The first survey, conducted in 2001, was limited to rail transport. Since 2017 the roads, the Rhine and environmental risks have been included. It will also cover transport by pipeline from 2022. Due to the increasing density of development along railway installations, risks are tending to rise, as evidenced by the survey (see Screening Personenrisiken 2014 (BAV). For this reason, the trend is assessed as unsatisfactory.
The first survey of environmental risks revealed that some sections present unacceptable risks. These will now need rehabilitation using the cost-benefit approach recently introduced into the assessment criteria of the Major Accidents Ordinance (MAO). The state is therefore assessed as moderate.
The indicator is not comparable at international level, since other countries do not have a comparable major accident prevention system for transport infrastructure.
The risks are determined and assessed using the screening methods developed jointly by the enforcement authorities and the FOEN (see statutory guidelines to the MAO) and based on the 2018 risk assessment for the Rhine.
