In Switzerland the flexibility mechanisms of the Kyoto Protocol are implemented by SwissFlex. How is this Secretariat organized and what are its responsibilities?
Parties to the Kyoto Protocol are required to designate an authority responsible for implementing and overseeing the flexibility mechanisms. Internationally, this body is often referred to as the "Designated National Authority" (DNA).
In Switzerland the national Secretariat is called SwissFlex. It has been established within the Climate Unit of the Federal Office for the Environment (FOEN).
The responsibilities of SwissFlex are as follows:
- National focal point for enquiries concerning the flexibility mechanisms
- Reception of JI/CDM project proposals
- Preliminary examination of the received project proposals
- Provision of written confirmation of Switzerland's voluntary participation in the CDM for project participants
